Case Study:

Suppose your Dev in one company, Test in one company and you are working for a third company(customer)..where there is increase in competition among companies to increase their resources...If sharing test cases, test data with dev will increase of bugs found by dev and less for testing team...dev team uses that as an USP for them but reduction in bugs found in testing might lead to decrease value of USP..How do we deal with it, if am a part of the Testing Team.

Suggestion:

Seriously, this is something the management in your company needs to address with the customer, so that there is enough transparency in the process.

But the problem is that you are talking business, politics and money, and so there are more conflicts of interest here (and many may not be known to you at all) so it is more of a procurement issue than a testing one.
